DESCRIPTION

Emitting from the center, behind and in between six white rays of an enameled star, are six groups of silver star bursts made of rays and roundels. At the center of the star is a constellation of 13 five-pointed silver stars on a background outlined by six blue arcs.



SYMBOLISM

The constellation of 13 five-pointed stars is derived from the glory of the United States Great Seal; which at the time of the seals creation represented a new state taking its place and rank among other sovereign powers. The six rays of the enameled star emphasize the six arcs of the glory and symbolize the honor of this award, which is personally awarded by the Secretary of State.
